It really depends on your definition of a n00b, I think there are two instances the word is used...

1. When describing someone new, or some thing default to a website.
I.E "She just joined , Therefore she is a n00b" or "Those clothes are so old, They have become n00b"

2. When used as an insult to describe something either not in great taste (a kin to the word "Ghetto") or lacking of an ability.

I.E "He Doesn't know how to use HTML and he's been on the forums for 6 months! He is still a n00b!" or "She types in caps ...I hate how n00by she is"

A noob is a noob... when you've been abused by those who were once a noob, you can abuse the next noob.
