Yes, the 1st word is an adjective and the 3rd word is a noun.
So, in
simple through complexity
simple is the adj and complexity is the noun and in
complex through simplicity
complex is the adj and simplicity is the noun

Absolutely, their meanings / values are completely different.
The adj describes how the noun is, and the noun's deffinition describes how the noun should be.
