It is limewire.

Half of the team that made limewire (the good half), left limewire a few years ago when they wanted to start charging for their product. In response, half of the team left and and used the source code (converted it to Java) to make a faster / better / free version of limewire, called frostwire with turbo mode activated right out of the box.
